3. 投标人资格要求
*(1)投标人必须是制造商或制造商授权的代理商。如为制造商投标,投标人必须提供售后服务承诺函;如为代理商投标,投标人必须提交货物制造商针对本项目出具的正式直接授权书和制造商针对本项目出具的售后服务承诺函,否则将否决其投标。
*(2)投标人如为制造商,投标人须提供营业执照(营业登记类证明文件)或经营许可证明文件的复印件。
投标人如为代理商,投标人除提供自身营业执照(营业登记类证明文件)或经营许可证明文件,还须提供制造商的营业执照(营业登记类证明文件)或经营许可证明文件的复印件。
*(3)投标人或制造商近3年(2020年1月1日-至投标文件递交截止时间)应具有与本次招标内容类似货物的制造或销售业绩,并提供近3年的业绩清单,投标人须出具至少一份相关销售合同复印件(含合同首尾页、盖章页、设备名称、型号及清单页等)作为证明材料,否则将否决其投标。
*(4)至投标文件提交截止时间前,若投标人被列入《中粮糖业供应商黑名单》,其投标将被否决;
*(5)投标人近三年内(2020年1月1日-至投标文件递交截止时间)没有发生因未履行合同、延期交货、产品质量问题的原因导致被起诉而产生法律纠纷,投标人需出具承诺说明,否则其投标被否决。
*(6)本项目不接受联合体投标。
4. 招标文件的获取:
(1)潜在投标人可于2022年11月4日17:00时(**时间)起至2022年11月14日17:00时(**时间),在中化商务电子招投标平台http://e.sinochemitc.com获取招标文件。

逾期送达的、未送达指定地点的或者不按照招标文件要求密封的投标文件,招标人将予以拒收。

1. Bidding readiness

*(1) For goods offered from inside the PRC Customs territory, including goods imported before the bid deadline: All equipment shall be transported to the yard of Hanghou Company before July 5, 2023.
*(2) For goods offered from outside the PRC Customs territory: All equipment shall be transported to the yard of Hanghou Company before July 5, 2023 (DDP project site).

3. Qualification requirements for the bidder
*(1) The bidder must be the manufacturer or its authorized agent. The bidder must submit the letter of commitment for after-sales service provided that it is a manufacturer; the bidder must submit the formal letter of direct authorization issued by the goods manufacturer for the project and the letter of commitment for after-sales service issued by the manufacturer for the project provided that it is an agent, otherwise the bid will be rejected.
*(2) If the bidder is a manufacturer, it must provide the photocopy of business license (business registration certificate) or business permit.
If the bidder is an agent, it shall not only provide its own business license (business registration certificate) or business permit, but also provide the photocopy of manufacturer’s business license (business registration certificate) or business permit.
*(3) The bidder or manufacturer shall have the performance of manufacturing or selling the goods similar to the bidding content in the past 3 years (January 1, 2020 - deadline for submission of bid documents), and provide a list of performance in the past 3 years. The bidder must issue at least one copy of relevant sales contract (first and final pages and seal pages of contact, pages of equipment name and model and a list of equipment, etc.) as proof materials. Otherwise, its bid will be rejected.
*(4) Before the deadline for submission of bid documents, if the bidder is included in the COFCO Sugar Supplier Blacklist, its bid will be rejected.
*(5) In recent three years (from January 1, 2020 to the deadline for submission of bid documents), the bidder has not been sued due to non-performance of the contract, delayed delivery and product quality problems, and the bidder shall issue a statement of commitment, otherwise its bid will be rejected.
*(6) Joint venture bid is not accepted for the Project.
4. Acquisition of bidding document
(1) The interested bidders can log to the Sinochem Commerce Electronic Bidding Platform (http://e.sinochemitc.com ) from 5:00pm on November 4, 2022 (Beijing time) to 5:00pm on November 14, 2022 (Beijing time) to obtain the bidding documents.
(2) Log on to Sinochem Commerce Electronic Bidding Platform http://e.sinochemitc.com to obtain the bidding documents through online payment and pay the platform use and technical support fees (total fees of bidding document, platform use and technical support: RMB 800.00 per package, USD 110 per package or 112 Eurodollars per package). Interested bidders shall first freely register online following Help – Guide for Bidding and Tendering. After successful payment, the buyer of bidding documents can download the bidding documents and the ordinary electronic invoice inclusive of value-added tax. (3) Any bidder that has not obtained a bidding document from SINOCHEM Commerce Co., Ltd. shall not participate in the bid.
5. Submission of bid documents
The deadline for submission of bid documents (time of bid opening): 3:00pm on November 29, 2022 (Beijing time)
All bid documents shall be submitted to the receiving place before 3:00 pm on November 29, 2022(Beijing time). The encrypted electronic version of the bid documents shall be sent to ****1916@qq.****. Please refer to the bidding documents for specific requirements.

The tendering agent of the Project will organize the bid opening ceremony in the form of online live broadcast, and will not invite bidders' representatives to attend the meeting on site. Bid documents arriving late, not delivered to the designated place or not sealed as required in the bidding documents, if any, will be rejected by the tenderee.
