关于开展《环境影响声明报告-北京先驱多金属结核合同区海底采集与中继联动试验》利益攸关
根据2019年**先驱高****公司(以下简称 **先驱 ****管理局(以下简称 海管局 )签订的西北**洋多金属结核勘探合同,**先驱应于勘探阶段第一个五年期完成集矿关键技术流程的合同区试验验证和环境监测,并结合试验和环境监测数据,进行环境影响评估。
**先驱计划于2025年下半年在结核合同区M2区块孙七海**部山麓500 m 500 m范围内进行1:5规模的多金属结核海底采集与中继联动试验,以验证悬浮式采集方式与中继器联动的可靠性,并根据前期收集的环境基线资料和试验期间及试验后的环境监测资料,开展试验活动的环境影响评估。同时,基于研究性开发的发展理念,将本次试验作为增进对海底及生态系统认知的重要机会,就深海领域相关科学问题进行开放式研究,为未来深海采矿活动的规则制订以及深海绿色采矿技术的研发提供依据。
目前**先驱已依据海管局《指导承包者评估 区域 内海洋矿物勘探活动可能对环境造成的影响的建议》(ISBA/25/LTC/6/Rev.3)编制了环境影响声明报告。报告经过多次专家评审,在多方征求咨询意见的基础上,编制完成。

According to the Contract For Exploration For Polymetallic Nodules signed in 2019 between Beijing Pioneer Hi-Tech Development Co., Ltd. (hereinafter referred to as BPC ) and the International Seabed Authority (hereinafter referred to as ISA ), BPC is required to complete contract area verification test and environmental monitoring of key mining technologies during the first five-year period of the exploration stage. Based on the test and environmental monitoring data, an environmental impact assessment is to be conducted.
BPC plans to conduct a 1:5 scale polymetallic nodule deep-sea collection and buffer station joint test in Block M2 of the contract area, specifically within a 500 m x 500 m area at the southern piedmont of the Magoshichi Guyot, in the second half of 2025. The purpose of this test is to verify the reliability of the suspended collection method and the buffer station joint. Based on the preliminary environmental baseline data, as well as the environmental monitoring data obtained during and after the test, an environmental impact assessment of the test activities will be carried out. Furthermore, embracing the concept of Research-oriented Exploitation , this test will serve as an important opportunity to enhance our understanding of the deep-sea and ecosystems. Open research on relevant scientific issues in the deep-sea domain will be conducted, providing a basis for formulating regulations for future deep-sea mining activities and the development of environmentally friendly technologies.
BPC has prepared an Environmental Impact Statement under Recommendations for the guidance of contractors for the assessment of the possible environmental impacts arising from exploration for marine minerals in the Area (ISBA/25/LTC/6/Rev.3). The statement has undergone multiple expert reviews and has been finalized after soliciting various opinions.
Adhering to the values of the Common Heritage Of Mankind, BPC advocates for Our Blue Metals , emphasizing that deep-sea mineral resources belong not only to our generation but also to future generations. They are not solely the property of contractors but of the entire society. The exploration and utilization of deep-sea resources should be beneficial and contribute to social progress and development, promoting fairness and justice while embodying the advancement of the community with a shared future for mankind. BPC promotes the concept of Caring For The Ocean Like An Eye and has initiated several environmental protection initiatives.
Following the relevant regulations of ISA and the requirements of the Chinese maritime authorities, BPC sincerely releases the Chinese and English versions of the Environmental Impact Statement to the public and welcomes feedback from all stakeholders.
