简要规则描述：金建村地处新场镇东首，是新场镇东部门户，**宣桥镇张家桥村，南邻王桥村，西接新场镇区**居委，北隔惠新港与蒋桥村及宣桥镇张家桥村相望。村域面积为2.40平方公里；下辖11****小组。常住人口3297人，其中户籍人口1484人、外来人口1813人，党员127人；60岁以上人口668人，老龄化率为21.84%。全村以农业种植为主，主要种植水稻、玉米、桃子、梨、矮脚青等经济作物全村耕地面积总计963.9亩，其中规模化经营士地面积约639.3亩，2023年村集体可支配收入350万元。
Brief Specification Description: Jinjian Village is located at the eastern end of Xinchang Town and is the eastern gateway of Xinchang Town. It borders Zhangjiaqiao Village in Xuanqiao Town to the east, Wangqiao Village to the south, Dongcheng Neighborhood Committee in Xinchang Town to the west, and faces Jiangqiao Village and Zhangjiaqiao Village in Xuanqiao Town across Huixin Port to the north. The village covers an area of 2.40 square kilometers; It has 11 village groups under its jurisdiction. There are 3297 permanent residents, including 1484 registered residence, 1813 migrants, and 127 Party members; There are 668 people aged 60 and above, with an aging rate of 21.84%. The whole village is mainly engaged in agricultural cultivation, mainly planting economic crops such as rice, corn, peaches, pears, and dwarf green. The total cultivated land area of the village is 963.9 mu, of which the area of large-scale management is about 639.3 mu. In 2023, the village collective disposable income is 3.5 million yuan.

（5）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得****政府采购活动。
（6）本次招标不接受联合投标。
(c)Specific qualification requirements for this program: (1) Possess a Grade B or higher qualification certificate for urban and rural planning compilation issued by the competent administrative department of urban and rural planning; (2) Not included in the list of dishonest persons subject to enforcement, major tax illegal dishonest entities, and serious government procurement illegal dishonest behavior records by "Credit China" (www.****. gov.cn) and China Government Procurement Network (www.****. gov.cn); (3) The project leader is a senior engineer and a registered urban and rural planner. (4) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (5) The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract. (6) This tender does not accept joint bidding.
