Brief specification description or basic overview of the project: The main contents of the bidding for the construction of Dtuan Senior High School affiliated to Shanghai Ocean University include: the whole process of the project implementation planning, organization, coordination, management, and effective target control, including investment control, schedule and plan management, quality management, site safety and civilized construction management, contracting and procurement management, contract management, information (archives) management, financial management, etc. Responsible for the unified organization, coordination and management of the activities of the participating units of the project, coordination and handling of conflicts of interest with the relevant parties of the project and various specific work; Agent the construction unit to handle the relevant procedures, to perform the site must and necessary signature confirmation procedures (specific requirements see the bidding documents - Chapter III procurement requirements)

(b****政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《****政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，****政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（3）扶持残疾人福利性单位，并将其视同小微型企业；（4）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为其他未列明行业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Notice of the project implementation of the "Management Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises" (Finance [2020] No. 46) and "On Further Strengthening Government procurement to Support Small and medium-sized Enterprises" (Finance [2022] No. 19); (2) Implement the quota reservation measures, increase the share of smes in government procurement, and support the policies of smes: This project is specifically aimed at the procurement of smes, and the products of smes will not be subject to price discounts during the evaluation; (3) Support welfare units for the disabled and treat them as small and micro enterprises; (4) In accordance with the Provisions on the Standards for the Division of Small and Medium-sized Enterprises (Ministry of Industry and Information Technology Joint Enterprise [2011] No. 300), the industry of the small and medium-sized enterprises in this project is other industries not listed.
(c)本项目的特定资格要求：3、须系我国境内依法设立的法人或非法人组织****公司以自己名义参加采购活动）；
4、符合《****政府购买服务管理办法》第六、七条规定；
5、本项目仅面向中、小、微型等各类供应商采购；
6、本项目不允许转包。
(c)Specific qualification requirements for this program: 3. It must be a legal person or unincorporated organization legally established in China (the project does not accept branch companies to participate in procurement activities in their own name); 4. Comply with the provisions of Article 6 and 7 of the Administrative Measures for the Purchase of Services by the Shanghai Municipal Government; 5. This project is only for medium, small and micro suppliers; 6. Subcontracting is not allowed in this project.
