Brief specification description or basic overview of the project: Flood control mobile pump truck procurement: flow rate of 3000 cubic meters / hour high-power drainage rescue pump truck 1, drainage equipment using electric drive pump, mainly to strengthen the urban road water emergency drainage disposal capacity, the budget amount of 2.3 million yuan (Chinese debt support 920,000 yuan (40%), departmental budget arrangement 1.38 million yuan (60%)).
合同履约期限：2025年3月30日前完成全部供货。并在中标后3个月内明确“**范围内服务受理点”。
The Contract Period: All deliveries will be completed by 30 March 2025. And within 3 months after winning the bid, the "service acceptance point within Shanghai" will be clarified.

3.2信誉要求：投标人没有处于被责令停业、投标资格被暂停或取消、财产被接管、冻结破产等状态；近三年（2021年10月1日至今）没有骗取中标和严重违约、****政府或国家部委禁止市场准入等情形（提供信誉承诺或相关证明材料）； 投标人未被列入“信用中国”网站（www.****.cn）失信被执行人名单、重大税收违法案件****政府采购网（www.****.cn）政府采购严重违法失信行为记录名单，并提供相关证明；
3.3单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标（提供承诺函）；
3.4其他要求：
提供的移动抽排设备须在工业和信息化部备案的改装车辆公告目录或国家级特种车列装目录中，并提供相应证明材料；
3.5本项目是否接受联合体投标：不允许。
