简要规则描述：通过开展本区森林湿地（以下简称林湿调查监测工作），查清全区林湿**种类、数量、结构、分布、质量、功能、保护与利用状况以及消长动态和变化趋势，开展国土调查和林湿调查地类不一致图斑对接工作，更新林湿调查监测成果汇总分析全区调查监测成果数据，编制成果报告，同步支撑年度国土变更调查；为科学开展林湿生态系统保护修复、森林可持续经营、森林督察等提供决策支撑；为切实履行统一行使全民所有自然**资产所有者职责、统一行使所有国土空间用途管制和生态保护修复职责提供服务保障；为生态文明建设目标评价考核和林长制考核提供科学依据。（具体详见第三章采购需求书）。
