简要规则描述：采购人每年有一批固定资产投资项目需进行节能评估审查和验收，本项目拟通过竞争性磋商的方式，拟聘请第三方专业机构对采购人固定资产投资项目的节能情况进行评审和验收，以提高能源利用效率、促进产业结构调整、优化能源结构，加强能源消费总量控制和节能降耗的源头管理。（具体详见第三章采购需求书）
Brief Specification Description: the purchaser has a number of fixed asset investment projects every year need to carry out energy-saving assessment review and acceptance, the project intends to hire a third-party professional agency to review and accept the energy conservation of the purchaser's fixed asset investment projects through competitive consultation, so as to improve energy efficiency, promote industrial structure adjustment, optimize energy structure, and strengthen the total energy consumption control and energy conservation and consumption reduction source management. (For details, please refer to Chapter 3 Procurement Requirements)
合同履约期限：本项目服务期为2025年1月1日至2025年12月31日，在本次采购结束前，由原服务单位继续履行任务。如本次成交供应商非原服务商，则新成交供应商按照成交折扣率折算支付给原服务单位在此相应期间服务件数的费用。
The Contract Period: The service period of this project is from January 1, 2025 to December 31, 2025. If the supplier of this transaction is not the original service provider, the new supplier will pay the original service unit the cost of the number of services provided during the corresponding period according to the discount rate of the transaction.
