简要规则描述：围绕有利于加快推动张江科学城产业集聚、区域发展和项目落地，聚焦项目投资、工程建设、高新技术产业发展等领域事权下放，张****办公室于2020年起，委托第三方开展行政审批下放事项的评审评估服务，借助第三方专业技术力量，进一步提升行政审批事项的办理效率和办理质量，取得了较好效果。为继续发挥第三方专业技术优势，进一步提高行政审批事项的服务质量及办理效率，现拟通过公开的方式选取一家合格的单位提供招拍挂用地审批、协议出让土地用地审批、土地技术租赁用地审批、综合验收等技术咨询服务。（具体详见第三章采购需求书）

合同履约期限：自合同签订之日至2025年12月31日。在本次采购结束前，由原服务单位继续履行任务。如本次成交供应商非原服务商，则新成交供应商按照成交单价折算支付给原服务单位在此相应期间服务件数的费用。
The Contract Period:from the date of signing the contract to December 31, 2025. Before the end of this procurement, the original service unit will continue to perform the task. If the supplier of this transaction is not the original service provider, the new supplier of the transaction shall pay the original service unit the cost of the number of services provided during the corresponding period according to the conversion of the transaction price.
